when i try to click on the link, it just says failed to connect, this is not an internet connection problem, i dont know if it means that my order has not worked or if i should just make another order, but i dont want to be ordering two of them 
This web address is using an IP number (the 172.19.200.21 bit) not a name (such as www.argos.co.uk). IP numbers starting 172.19 are reserved for private networks only. They will not work on the public internet, so Argos have obviously cocked up and not used the correct address.
You could try replacing the 172.19.200.21 with www.argos.co.uk and seeing if that works, but at the moment you have definitely not placed an order.
As a matter of good practise, you should be wary of clicking on any web address that does not look like a site you want to visit. And because the actual link might be different to the link that is written in a message or on a web page, you should always check the address in the web browser to make sure it is what you expect. Otherwise, you may fall victim to a "phishing" attack, where you think you are on a legitimate site, but you are actually on a copy designed solely to obtain your confidential details, bank passwords etc.
