I am here in Norway and see people walk 2-3 times as fast as I do, and they don't seem to have any trouble with the slippery surface. They are NOT using cleats, just regular (sports) shoes. I wear Bates 21500 (DoD issue boots) and have great trouble staying upstraight, let alone walking...!
Yes, soles make a difference. What is best on dry ground or slippery mud is not necessarily best on snow and ice!
Boots (esp. army boots) are possibly the worst kind of footwear since they stiffen the ankle so much you can't flex it properly. Softer boots or shoes are better.
First of all, put your feet straight down and lift them straight up without any sliding motion. Don't "kick off" when you lift your foot, or you're bound to slip. Just lift it.
Same with rotation: Don't rotate your feet when they are on the ground. And movement of the foot will lead to slipping.
And practice.
